If Steph Curry had his say, Artheron would have made it to the builder remedy list.
Its is a mixed bag of Cities that had their Housing elements certified versus those who made it to HCD's list for non-compliance NIMBY cities like Saratoga, Palo Alto, Cupertino, Hillsborough, and Mill Valley were quite expected to make to the builder's remedy list. Cities desperate for housing and related development including East Palo Alto, Brentwood Richmond and Vallejo made it to the list as well.
What happened with Cities like Redwood City, San Jose, Hayward and Millbrae which are well-resourced and had intended to build housing? How did they get on the list? Failing to meet the housing element deadline can be a true success strategy for many cities. It gives the smaller developers a lot of flexibility and immunity to build on smaller infill sites. I am optimistic about finally seeing more missing middle housing to fruition in established neighborhoods already rich in community resources. It will be exciting to see how the new laws unfold and shape our communities and affordable housing. Added overlays of AB2011, SB6, AB2097 and AB2295 will definitely make it feasible and predictable to build housing.
